Paterson Lays Out Vision In First State Of The State Address

Governor David Paterson came before a joint session of the state legislature Wednesday and did not sugarcoat New York's problems.

"The state of our state is perilous. We have an historic economic challenge, the gravest in nearly a century," said Paterson

In his first State of the State address, he spoke at length about the souring economy, but also tried to strike a tone of optimism.

"Let's with battle cry raise afresh. Let's hue our enemies down and save our great state in this heroic time," said Paterson.

His speech wasn't long on specific proposals. Paterson did, however, unveil plans to fight childhood obesity.

In addition to a tax on sugared sodas, Paterson wants to increase the number of healthy food markets, ban trans fats in restaurants and require calorie postings in chain restaurants -- proposals borrowed from Mayor Michael Bloomberg's book.

Paterson also called for an aggressive energy policy aimed at fighting global warming.

"By 2015, we want to meet 45 percent of our electricity needs through improved energy efficiency and clean renewable energy," said Paterson.

His speech was the talk of the Capitol, with many Democrats praising his nearly hour-long speech.

"Surely you can't help but be impressed by the leadership of the governor and the way he has displayed it in the face of economic calamity," said Assembly Speaker Sheldon Silver.

Republicans, on the other hand, thought the governor could have been more of a cheerleader.

"I think it was an opportunity to rally the legislature more and even the public," said Senate Minority Leader Dean Skelos.

The governor knows he needs the legislature to help solve the state's huge problems and has urged both houses of the legislature to work together in the coming months.
